Does local migration succeed?
In Japan, "local government life" has long been a national policy issue, and policy to encourage the migration from Tokyo area to local is one after another. Remote work has spread in the wake of corona calamity, and "people want to escape from the bustle of the city" and "want to live in the rich nature" increase, while there are still the local employment environment and the anxiety of infrastructure. Does the local migration boom really succeed and realize regional equilibrium development? Based on the current situation in Japan.
Three thrust ridges to boost local migration
1.1 strong government policy advocates
The local government policy has been strengthened since the Abe ローター. For the child care household, the subsidy subsidy of 1 million yen per person is provided, and the enterprise is carried out tax treatment which urges the transfer of the base to the country. The number of participants in the immigration support program from 2019 has risen to 1184 in 2021.
1.2 conversion of remote work and values
The remote work that has rapidly spread by corona has opened the possibility of "separating the place where it lives and the working place". Many young people turned into a value that "prioritizes the quality of work and the fullness of life", and has escaped from the high cost life of Tokyo to choose the country's rich natural and inexpensive residence.
1.3 rural charm regeneration and success case
Some local governments have succeeded in revitalizing regional features. For example, Kamiyama CHO, Kochi Prefecture, attracted satellite office of the Internet company, and regained the vitality of the town by the influx of the youth. In the northern part of Kyushu, the attractiveness of the automobile industry has increased, and the attractiveness of the local economy has been increasing.
A challenge to prevent local migration
2.1 lack of employment opportunity and income gap
The biggest problem in the country is the employment opportunity and the 吸うやつ in income. There are many cases where local average salary is less than half compared with Tokyo, and there is insufficient workplace where immigrant can demonstrate the specialty. Unless the local relocation of the company is promoted, the fundamental solution is difficult.
2.2 uncertainty of infrastructure and anxiety of living environment
Infrastructure such as medical education, education and transportation is vulnerable to Tokyo area. The lack of medical facilities for the elderly, the anxiety of the children's educational environment, and the bad transportation of public transportation are the main reasons for the relocation.
2.3 difficulty in infiltration to regions
The difference of values between migrants and local residents, and the difficulty of entering into community is also a problem. There are few cases where home housewives and children can't melt into community and feel isolated.
3. Conclusion: future success is expected
Although local migration is not an ideal situation for "success in all regions", "partial success" is expected. As far as the three thrust of government policy support, the establishment of remote work, and the emergence of attractive areas continue, the number of people from Tokyo to the region will increase.
However, there are still many problems to be solved, such as the improvement of the employment environment, the strengthening of infrastructure, and the construction of the acceptance system of the local community. In the future, it is important not to look back at a time, but to promote strategies matched to the characteristics of each region. The success of local migration is not a short-term goal, but long-term effort is needed for ten years.
